In a speech in Osawatomie, Kansas yesterday President Obama threw down a populist gaunlet: at issue Republican opposition to extending a payroll tax cut set to expire at the end of this year. The decision to extend the cut is, in the President’s words: “a make or break moment for the middle class”. Many Republicans support extending the cut, but they disagree with Democrats over how to pay for it.
